It occurs every 2 hours at xx:55 I believe. I'll update if I'm wrong once I see the answer, lol.

Ok, appears I was right, just started now at 00:55 server time, so next should be 02:55, and then 04:55 and so on. Hope that helps.

It's not out, and I don't know a specific date of release, or if it even will be released.
